Yorkshire and Humber Council Memorandum of Understanding
As devolution continues to evolve across Yorkshire and the Humber, effective collaboration between local government and higher education is increasingly important. The Memorandum of Understanding (MoU) between Yorkshire and Humber Councils and Yorkshire Universities demonstrates a shared commitment to working together, strengthening regional collaboration and supporting the priorities that matter to communities across the region.

Networks
Yorkshire & Humber Policy Engagement and Research Network (Y-PERN)
As a network of networks, Y-PERN brings together researchers, policy makers and wider society to support inclusive, place-based policy making in the region.
Y-PERN’s core team is comprised of a passionate team of Policy Fellows, hosted across Yorkshire’s universities, spanning a range of academic backgrounds, working directly with policy makers across local and combined authorities. YU Executive Director, Dr Peter O’Brien, holds the role of Policy Director at Y-PERN.
UUK Civic and Local Growth Network
Yorkshire Universities joined the Universities UK’s Civic and Local Growth Network in 2026, building on its advocacy for regional higher education collaboration. The network brings universities together to share good practice, strengthen local engagement and connect universities with national and local policymakers, supporting the sector to work with government to strengthen the civic role of universities and drive local growth.
